Since March 2014, the EU has progressively imposed restrictive measures on Russia in response to:
- the illegal annexation of Crimea
- Russia’s war of aggression against Ukraine
- the illegal annexation of Ukraine's Donetsk, Luhansk, Zaporizhzhia and Kherson regions
The measures are designed to weaken Russia's economic base, depriving it of critical technologies and markets and significantly curtailing its ability to wage war.
EU restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine now apply to almost 1800 individuals and entities altogether. The list of sanctioned persons and entities is kept under constant review and is subject to periodic renewals by the Council.

There are currently multiple persons on the list of people whose funds and economic resources are frozen.
Other sanctions
Other sanctions applicable on the view of the situation in Ukraine include:
- prohibition to provide construction or engineering services directly related to infrastructure in Crimea and Sevastopol;
- prohibition to acquire ownership of real estate located in Crimea and Sevastopol;
- prohibition to take investments or create joint ventures in Crimea and Sevastopol;
- prohibition to provide services directly related to tourism activities in Crimea or Sevastopol.
- a travel ban against natural persons responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine, or which obstruct the work of international organisations in Ukraine.
